I think this is quite an interesting concept:   http://www.makespot.org/    You submit what you can do/offer and where you are, then others can see and maybe skill share/swap with you.

Make Spot is an open makers map that aims to crowdsource local knowledge on a global scale. Make spots are anywhere that facilitates the making, creating or mending of the things we own. Anyone can post on the map!
